Types of Contracts
DoD generally uses fixed-price contracts to
acquire products and services. Cost-reimbursement
contracts are used only when fixed-price
contracts are not feasible. Most research and
development (R&D) contracts are of the cost-
reimbursement type. Fees under cost-reimbursement
contracts are either fixed at the outset or
subject to adjustment in accordance with a
formula established in the contract. When unusual
circumstances exist, a letter of intent may be
used to authorize a contractor to start work
before the final contract is executed.
